A New Approach to Substation Security and NERC Compliance

High profile intrusions and physical attacks against substations have spurred a lot of discussion about physical security resulting in a FERC directive, for NERC to propose new physical security standards from NERC. A holistic approach to security has been proven to be more effective and addresses compliance requirements In the Utilities Industry at the same time. It is now essential to monitor and report roles-based physical access to various facilities, control rooms, substations and critical assets. Utilities of all size need to know who has access to specific facilities, critical assets and cyber critical assets and how much area access they should have within those facilities.

Additionally Version 5 of the NERC CIP compliance requirements adds more to physical security requirements in addition to complete background check and criminal history record checks for employees and un-escorted contractors. Additionally, highly critical assets must be housed in secured boundaries and any access to that area recorded and tracked.

Mark Weatherford is a Principal at The Chertoff Group and is considered one of the nation’s leading experts on cybersecurity. Prior to joining The Chertoff Group, Mr. Weatherford served as the U.S. Department of Homeland Security’s first Deputy Under Secretary for Cybersecurity within the National Protection and Programs Directorate. Prior to joining DHS, Mr. Weatherford was Vice President and Chief Security Officer at the North American Electric Reliability Corporation (NERC) where he directed the cybersecurity and critical infrastructure protection program. Prior to NERC, Mr. Weatherford was appointed by Governor Schwarzenegger to serve as California’s first Chief Information Security Officer and was also the first Chief Information Security Officer for the State of Colorado. As a former U.S. Navy Cryptologic Officer, Mr. Weatherford led the U.S. Navy’s Computer Network Defense operations and the Naval Computer Incident Response Team (NAVCIRT). Mark Weatherford earned a bachelor’s degree from the University of Arizona and a master’s degree from the Naval Postgraduate School. Mark was awarded SC Magazine’s prestigious “CSO of the Year” award for 2010, and was named one of the “10 Most Influential People in Government Information Security” by GovInfoSecurity in both 2012 and 2013.


Jasvir Gill is the Founder and CEO of AlertEnterprise and has more than 20 years of experience in security, compliance and access management. Virsa Systems was acquired by SAP. SAP made significant additional investments in this business and went on to sign up over 1,000 enterprise customers under the continued leadership of Jasvir who took on the role of Senior Vice President and General Manger of the SAP GRC Business Unit. In 2007 Jasvir left SAP to establish AlertEnterprise and implement his vision to deliver the next generation of security applications.
